Answer writing for BPSC Mains

Two candidates know the same facts about floods in north Bihar. One writes a paragraph listing causes. The other opens with the 2008 Kosi breach, organises causes into natural and human factors, adds a simple sketch of the Kosi's shifting course, suggests measures under three headings and closes with a balanced conclusion. The second answer will score far more — and the difference is answer-writing skill, not knowledge.

Step 1: Read the question

• Directive word — discuss (examine various aspects), examine (probe in detail), analyse (break into parts and relationships), evaluate / critically evaluate (strengths and weaknesses, then judgement), comment (give an informed opinion).
• Parts — many questions have two or three demands.
• Scope — is it about India, Bihar, or both?
• Word limit — plan length accordingly.

Step 2: Plan (one to two minutes)

Jot down in the margin or rough space:

• three to five main points;
• one or two examples (at least one from Bihar where relevant);
• a line for the conclusion.

Step 3: Structure

Example: "Examine the causes of recurring floods in north Bihar and suggest measures."

Introduction: North Bihar is among the most flood-prone regions of India; the 2008 Kosi breach at Kusaha displaced lakhs of people.

Body — causes:

• Natural: rivers from the Himalaya (Kosi, Gandak, Bagmati, Kamla) carry heavy sediment; flat terrain; heavy monsoon rainfall in the catchment in Nepal; shifting river courses.
• Human: embankments that raise riverbeds and trap water; encroachment on floodplains; deforestation in catchments; poor drainage.

Body — measures:

• Structural: maintenance of embankments; storage in the upper catchment (with Nepal); drainage improvement.
• Non-structural: flood forecasting and early warning; floodplain zoning; flood-resilient housing and agriculture; community preparedness.
• Cooperation: India–Nepal cooperation on the Kosi and other rivers.

Conclusion: A shift from flood control to flood management — living with floods while reducing losses.

Using Bihar examples

Accuracy matters. A wrong example is worse than none.

Diagrams

Simple diagrams save words and impress examiners:

• a rough map of Bihar's rivers;
• a flowchart of a scheme's delivery;
• a cycle diagram (e.g., the flood–poverty–migration cycle);
• a table comparing options.

Keep them neat and labelled.

Time management

• Allocate time by marks, and stick to it.
• If time runs short, write the remaining answers in points — something is better than nothing.
• Keep five minutes at the end to check for unanswered questions.

Practice routine

Evaluate every answer: compare with a model, get peer or mentor feedback, and rewrite your weakest answer each week.

Common mistakes

• Listing facts without analysis.
• Ignoring part of the question.
• No Bihar dimension where one is expected.
• No conclusion.
• Crowded pages with no paragraphs.
