The JP Movement and Total Revolution

What began in March 1974 as a students' protest in Patna against price rises, unemployment and corruption became, under Jayaprakash Narayan's leadership, a national movement for "Total Revolution" — and a turning point that led to the Emergency and the first non-Congress government at the Centre. On 5 June 1974, a vast crowd filled Gandhi Maidan in Patna. An ageing Jayaprakash Narayan, then 71, addressed them and called for Sampoorna Kranti — Total Revolution: not merely a change of government, but a transformation of society, politics, economy, education and culture. The movement he led — known as the Bihar Movement or the JP Movement — was one of the most important popular mobilisations in independent India.

The students' movement

  • Student organisations in Bihar formed the Chhatra Sangharsh Samiti in early 1974.
  • On 18 March 1974, students marched to the Bihar Legislature in Patna; the protest turned violent, and there was police firing.
  • The students invited JP to lead them. He agreed on condition that the movement remained peaceful and non-partisan.

JP takes the lead

  • 8 April 1974: JP led a silent procession in Patna.
  • 5 June 1974: at Gandhi Maidan, he gave the call for Sampoorna Kranti.
  • The movement demanded the dissolution of the Bihar Legislative Assembly and the resignation of the state government.
  • 4 November 1974: JP was injured in a lathi-charge during a protest in Patna, which intensified public anger.
  • The movement spread beyond Bihar and brought together opposition parties.

What was Total Revolution?

JP described Sampoorna Kranti as a combination of revolutions in several dimensions:

From movement to Emergency

  • 12 June 1975: the Allahabad High Court set aside Prime Minister Indira Gandhi's election in the Raj Narain case.
  • 25 June 1975: JP addressed a large rally at Ramlila Maidan, Delhi, urging non-cooperation with an illegitimate government.
  • That night, a national Emergency was declared under Article 352 on grounds of "internal disturbance".
  • JP and thousands of opposition leaders and activists were arrested; civil liberties were suspended and the press was censored.

The 1977 elections

  • In January 1977, elections were announced.
  • Opposition parties merged to form the Janata Party, with JP's support.
  • In March 1977, the Janata Party won; Morarji Desai became the first non-Congress Prime Minister.
  • The 44th Amendment (1978) later changed "internal disturbance" to "armed rebellion" as a ground for a national emergency, among other safeguards.
