Disasters in UP

Floods in the east, drought in Bundelkhand, heatwaves and cold waves across the plains, lightning and dust storms, earthquakes in the north-west, and stampedes at crowded gatherings — Uttar Pradesh faces a wide range of hazards. In May 2018, violent dust storms and thunderstorms swept across western Uttar Pradesh — especially around Agra — killing many people, uprooting trees and flattening homes within minutes. It was a reminder that UP faces not one or two hazards but many: floods, droughts, heatwaves, cold waves, lightning, storms, earthquakes — and, at its enormous religious gatherings, the ever-present risk of stampedes.

Hazard profile

HazardMost affected areasNotes
FloodsEastern UP and the Terai — Gorakhpur, Maharajganj, Kushinagar, Bahraich, Gonda, Basti, Siddharthnagar, Lakhimpur Kheri, BarabankiRivers from Nepal — Rapti, Ghaghara, Sharda, Gandak

Floods

  • Floods recur almost every year in eastern UP and the Terai.
  • Causes: heavy rainfall in Nepal's catchments; flat terrain; silt; breaches in embankments; poor drainage.
  • Impacts: crop loss, damage to homes and roads, disease, displacement.
  • Measures: embankments, early warning (with data from Nepal), flood shelters, boats and relief camps, flood-resilient housing.

Drought and heat

  • Bundelkhand faces recurrent drought — see our guide on Bundelkhand.
  • Heat action plans are being adopted by districts and cities.

Lightning

  • UP records among the highest numbers of lightning deaths in India.
  • Measures: early warning messages, awareness about safe practices (avoid open fields and trees during storms), lightning arresters on public buildings.
  • Lightning has been notified as a state-specific disaster for relief purposes in UP.

Earthquakes

  • Western and northern districts — including parts of the NCR (Ghaziabad, Noida), Saharanpur, Bijnor and the Terai — lie in higher seismic zones.
  • High-rise buildings in the NCR make building code enforcement critical.

Stampedes and mass gatherings

  • UP hosts some of the world's largest gatherings — the Kumbh and Magh Mela at Prayagraj, festivals at Varanasi, Mathura–Vrindavan and Ayodhya.
  • Stampedes have occurred at such gatherings (including at the Maha Kumbh in 2025) and at religious congregations (such as at Hathras in 2024).
  • Crowd management — planning entry and exit routes, crowd density monitoring (CCTV, analytics), communication, trained volunteers and medical teams — is a key disaster-management responsibility.

  1. Which rivers cause floods in eastern UP?
  2. Who chairs the UPSDMA?
  3. Which hazard has UP notified as a state-specific disaster?
  4. Which region of UP is most drought-prone?
  5. Why is the NCR vulnerable to earthquakes?

Mains-style:

  • "UP's disaster risk is diverse — its disaster management must be too." Discuss.
  • Examine the challenges of crowd management at mass religious gatherings in UP.
