Water resources and irrigation in UP

Uttar Pradesh irrigates more land than almost any other state — through great canals built in the nineteenth century and millions of tube wells. But groundwater is falling, canals are underused, Bundelkhand is thirsty and eastern UP floods. How UP uses its water, and what water security requires.

In 1854, the Upper Ganga Canal opened — one of the great engineering achievements of its time, carrying Ganga water across the Doab. A century and a half later, UP's canals are still important, but they have been overtaken by millions of tube wells drawing on groundwater. Water is the foundation of UP's agriculture — and managing it well is one of the state's biggest challenges.

Groundwater: the silent crisis

  • Western and central UP have seen falling water tables because extraction exceeds recharge — driven by tube-well irrigation of water-intensive crops such as sugarcane and paddy, and by urban demand.
  • The Central Ground Water Board classifies many blocks as over-exploited or critical.
  • Some areas face arsenic and fluoride contamination.
  • UP enacted the Uttar Pradesh Groundwater (Management and Regulation) Act, 2019 to regulate extraction, register borewells and promote recharge.

Drinking water

  • Under the Jal Jeevan Mission (Har Ghar Jal), UP expanded piped drinking-water connections to rural households, with priority to Bundelkhand and Vindhya regions.
  • Challenges: water quality, sustainability of sources, maintenance.

Traditional systems

  • Bundelkhand's Chandela and Bundela tanks.
  • Village ponds across the plains — many encroached; revival under various schemes (e.g., Amrit Sarovar).

Issues

IssueExplanation
Groundwater depletionOver-extraction in western and central UP
Canal inefficiencySiltation; poor maintenance; tail-end farmers get little water
Waterlogging and salinityIn some canal commands
FloodsEastern UP
DroughtBundelkhand
PollutionRivers and groundwater
PricingLow water charges; free power encourages over-use

A Mains framework: water security for UP

AreaMeasures
SupplyComplete projects; canal modernisation; recharge structures; pond revival
DemandMicro-irrigation; crop diversification away from water-intensive crops in stressed blocks
GroundwaterEnforce the 2019 Act; aquifer mapping; community management
QualityTreatment for arsenic and fluoride; source protection
GovernanceWater users' associations; data and monitoring
RegionalFloods management in the east; drought-proofing Bundelkhand

Practice

Prelims-style:

  1. When did the Upper Ganga Canal open?
  2. What is the largest source of irrigation in UP?
  3. When was the Saryu Nahar Pariyojana completed, and which region does it serve?
  4. Which UP law regulates groundwater?
  5. Which project links the Ken and Betwa?

Mains-style:

  • "UP's irrigation success has created a groundwater crisis." Discuss.
  • Suggest a strategy for water security in Uttar Pradesh.
